White Supremacy and Terrorism
White supremacy is the belief that white people are superior to others because of their race. Prior to the Civil War, racism and white supremacy had been common attitudes in both the North and the South. After the Emancipation Proclamation, when Union troops began to fight for the abolishment of slavery, Northern attitudes shifted slightly, and many felt that blacks deserved equal legal rights and equal protection, even if they were not considered socially equal.

In the South, however, white supremacists did not believe blacks should have any such rights. During Reconstruction, white supremacists formed political and social groups to promote whites and oppress blacks, and to enact laws that codified inequality. The Ku Klux Klan (founded in 1865) and the Knights of the White Camellia (1867) were secret groups, while members of the White League (1874) and the Red Shirts (1875) were publically known. All four groups used violence to intimidate blacks and Republican voters. Their efforts succeeded, and with the end of Reconstruction in 1877, white supremacy became the reality of the South.

THE brutal murder of 12 people at the offices of a satirical magazine in Paris today appears to have been carried out by militant Islamists. If so, many will again question the compatability of Islam with secular-minded, liberal European values. Mistrust of religion is not confined to Islam, but Europeans regard it as more threatening to their national cultures than other faiths (or indeed atheism), according to a 2013 poll by the Bertelsmann Foundation, a non-profit organisation in Germany. The threat of Islamic terrorism is rising, to judge not just by today's slaughter but also by other attacks and a recent upward trend in arrests for religiously-inspired terrorism reported by Europol, the European Union's law-enforcement arm. Perceptions can easily run ahead of reality, however. There were still more arrests for other types of terrorism (motivated by separatism, for example) in Europe in 2013, the last year for which pan-European data are available. And European publics wildly overestimate the proportion of their populations that is Muslim: an Ipsos-Mori poll in 2014 found that on average French respondents thought 31% of their compatriots were Muslim, against an actual figure closer to 8%.

3. Right to free speech vs. responsibility in exercising that right. The exerciser of free speech in question in Paris was a satirical magazine that seems to specialize in cartoons that are bound to offend a lot of people. It is fair to say that in the centuries of struggles for civil liberties, this is probably not one of the nobler vehicles for the cause. We are not talking Thomas Paine here. What is that “je suis Charlie” stuff supposed to mean? That we are all dedicated to putting down religious prophets? With most rights also go responsibilities, and prudence in the exercise of those rights, with an honest effort to bear in mind the consequences of what one does or says. Responsible, prudent exercise of a right does nothing to diminish or compromise that right.
We in the United States should have had occasion to think hard about such matters recently with the episode involving a comedic Hollywood movie that offended the North Koreans—and ordinary North Koreans, not only the regime, were offended. If North Korea conducts computer sabotage against an American company, we certainly should strongly object to that. But we also might imagine how we would react if a North Korean film company, or any other film company for that matter, were to produce a movie with a plot centered around assassinating the president of the United States. We would understandably object, and it is unlikely that we would be discussing the issue primarily in terms of artistic freedom or a right of free speech.
